The mod is still partly optional, as it allows one to play on the server for 50 hours without mod.

Therefore a person whose playtime does not exceed this value is able to use cheats that are not usable if the mod is activated.

Another argument for a non-optional mod is that the implementation of new features would be easier, as the compatibility to Vanilla FL would not have to be regarded.

The main argument against a non-optional mod is, that potentially new players would not be able to connect to the server anymore, but there are already solutions for this problem.

The idea is to create a system or a couple of systems which is compatible with vanilla fl, but from which a player can not escape.

Like Shadow already said, there`s the Idea to generate Systems for Non-Mod-Players.As I understood it, the Idea is to copy (for Example) New York, California and Colorado.You can`t leave the original Systems without Mod.Once you get the Mod activated, you cant get back in.

So, a closed Area you only leave once!

That`s the Idea so far.
